Summary

As part of its mission, the Ohio Department of Higher Education (ODHE) works with institutions of higher education to expand research in areas of priority identified by the state. This research is used to guide policy and develop solutions that address these priorities. The biennial state budget includes a provision, Research Incentive Third Frontier, allocating funding to ODHE to be used by the Chancellor to advance collaborative research at institutions of higher education. The institutions chosen to conduct this research are selected through a competitive process.  The source of funding; Third Frontier Bond Funds, requires each funded project to focus on research and development in support of Ohio industry, business, and commerce. The scope of a funded project may include general research, product development and innovation, and commercialization.  The past initiatives funded through this program have developed into highly productive statewide strategic initiatives in the areas of cybersecurity (the Ohio Cyber Range Institute) and the Ohio Innovation Exchange Program. One of the core decisions the Chancellor will need to make with respect to the proposed funding is whether a portion should be used to continue the work of the identified statewide initiatives.
